Create a circle using elliptical shape tool.

Double click the layer to open layer style window. Apply settings as

style window. Change gradient overlay style to radial.

Similarly create more circles in decreasing order with different gradients.

Double click the layer to open layer style window. Apply settings as
shown.



Create an elliptical selection using elliptical marquee tool. Create
a new layer. Apply Black to white gradient. Change layer mode to screen
and opacity to 50% for this layer.

Create a small rounded rectangle using rounded rectangle shape tool.

Double click the layer to open layer style window. Apply settings as
shown.


Duplicate the layer several times. Rotate and place as shown in the image
below.

Using basic shapes create a complex shape. Apply same layer style.


Select and merge all these shape layers. Duplicate the layer, rotate
and place on the each corner.

Select all the layers and press Ctrl+G to group. Hide the group .Duplicate
the group and press Ctrl+E to merge. Now duplicate the layer and change
the layer mode to "color dodge".

Duplicate both the layers several times. Scale down to button size and
place them as shown.

Duplicate, scale and rotate the merged shape layer to create connecting
chains between button and panel.
